For 1 point, what is this car, built by whom and when?

It is a Fiat but not by Pininfarina.

And I thought the glasshouse very Reliant Scimitar Coupe-ish!
This car seems to have lots of design cues!
I thought it would be harder to identify - I'd never seen it before.
