It is the Jaeger voiturette.
Built by the Jaeger company, already well-known for their tachymeters and instruments for cars, planes and boats. It is one of these countless electric microcars that were built in the 2nd World War, because of the restriction on gasoline. At first, the Jaeger was only built for the factory, but it seems that some were sold for road use.

Rear engine (1 hp), 70 km of range, top speed : 40 km/h.
