The headlamps look a bit odd, and there's something "not quite right" looking about the car in general. Is it a modern replica of some sort?

You're very astute in your observations.....
Let me just say that it turned out to be a prototype of a car that was produced in limited numbers by a British company that was well known in relatively modern times.....
