Title: Solved - NEH 1836: Chinese Home-built "Saleen-Mustang GT500"

What's this supposed to be, according to its owner - who lives where?!:

Google Search by Image continues to raise its ugly head on AutoPuzzles.

I'm not exactly sure what it is, but I think I spotted its US analog in a Wal-Mart parking lot:  :o

It's amazing what they get away with in eastern countries..

The doorhandles do look like they come from a Lancia, which they may well do, but AFAIK that's not the base car (nor anything else Italian).

Unfortunately identifying the base is not part of the puzzle so null points (said with a French accent!) for that!

Matthew Ungar, who lives in China, was bicycling between Dongguan and Shenzhen when he spotted this unusual silhouette in front of an auto parts store. As he got closer, the car proved to be even stranger than the shape initially promised.

Ungar thinks that the basis of this homebuilt sportster may be some sort of Volkswagen. It's very hard to tell at this point; almost every body panel has been heavily modified. That's not tint on the windows; that's opaque sheet plastic. It's likely that those taillights are there just for decoration. That enormous intercooler? Your guess is as good as ours.

Whatever the platform, the original inspiration is as clear as the windshield banner and grille ornament: Someone who loves hot-rod Mustangs wanted to build a tribute to Ford's pony car. The end result is much more Mandarin than Mustang, but it's oddly endearing.

You found it!  Very well done.
But - that still isn't quite the full answer I was looking for; I also asked what it's supposed to be according to the Owner and Mustang is only part of the answer;  it's actually emblazoned all over the windows.....

So the base car most obviously is a Guangzhou-Peugeot GP 7202.
