Yes it is.
I see it's being used as a pace car at the Goodwood Festival of Speed this weekend as well as being in a display of low-emission vehicles there.
I knew as soon as I saw that that my puzzle was not going to last long...

It's just a three-seater (1 driver, 2 passengers), so I wouldn't call it a minibus.  ;D

Microbus then!
Think it's purpose was to ferry passengers around as in a bus and I have seen it described as a Minibus on a site or two.  Poetic licence perhaps...

Mia themselves refer to it as a city car and call the optional LWB four-seater (1+3) as a family car. The reason for the central driver's position is providing enough leg room for the passengers and luggage space in such a short car.
