Identify this vehicle and from when it dates correctly for 1 point:

That's right, although I need you to be more specific for the point.
So, the correct date and exactly what this model is are still needed...

More specifically it's the 1950/1951 4W60 prototype (hence different bonnet and light location to both production 4W60 variants).
