There's no mention of that in the blurb at all so believe the answer must be "No".

Yes!
John Santini is apparently the vice president of engineering at TDI Power and this is his home-built electric car, built with the intention of it being as light as possible.
Believe it or not it's based on a 1988 Pontiac Fiero, although there doesn't seem to be much of it left, includging one of its wheels...

Ah - it appears as though is hasn't lost a wheel in the naked view, but the blurb does actually say "This is a three-wheeled vehicle (single rear wheel with tandem rear tires)." 

Perhaps someone doesn't know what "tandem" means...

Gives new meaning to the term "box spring mattress." 

I'd also like to see the gentleman try to pass his 4-wheeled creation off as a trike to SCTA inspectors on the salt flats.  He wouldn't even make it to the inspection tent...they'd look at it in the queue of bikes and tell him to get into the other lanes for cars.  They wouldn't buy his concept of a "three-wheeled vehicle (single rear wheel with tandem rear tires)" at all...especially with that coil-over shock mounted between the rear wheels.  Come to think of it, by using that same definition, I could try to pass my car off as a motorcycle streamliner with widely-spaced tandem wheels, front AND rear!   :hah:

No more worries about 3-wheel versus 4-wheel.  Due to reliability and safety issues, he chopped off all the "3-wheel" components, and replaced them with a differential/suspension from some kind of Toyota.

From the pictures, at 8500 miles as of last year, I still haven't seen/read an indication that he has actually installed a generator motor to make it a true "hybrid".  Still an electric car.
