Found it in a group of cars, only listed as a Czechoslovakian home built VW. No year or builder.

It was built in Czechoslovakia and based on a Beetle, yes.
But I have a town where it was built and a year in which it was built, both of which I need for the point.

The web site didn't list specifically the pictured cars info, but, there is reference to another in the group as coming from Litomerice in 1971. I tried to use a translator program on the picture's caption but came up with mostly gibberish.
