Roof, doors and front windshield looks like it would have come from an old beetle ; some sort of kitcar based on the VW?

I have to agree with Delorean, as a former owner of a 1966 VW Beetle Cabriolet, the cowl, windshield, doors with exposed hinges as well as the padded roof with grab straps scream VW. Possibly used these components without the drivetrain.

Yes, I agree it's always possible some VW body parts were used, so that could be a start...
This is a home built "special" built on a 1978 Chevy Impala chassis using a VW for the passenger compartment with fiberglass hood, fenders and trunk.
