First thought - Hooper, but I don't think it is. Wheels suggest the chassis is older than the body - Phantom III rather than V?

It's not by Hooper, the body is newer than the chassis, and it is a Phantom III.

Chassis 3DL98 from 1938, originally bodied as a limousine by Hooper; rebodied by Carrosserie Worblaufen in 1955. Body since removed (and put up for sale on eBay).
