Title: Solved - NEH 2236: Early 1950s US home-built with Ford flathead V8

Any ideas what this might be, when and where it's from, and what its motive power is?

I'm guessing that it's a pedal car of some kind, nicely detailed but still of toddler-like proportions.

That's about all I know about this car.
Here's the blurb that accompanied the picture:
