Not that it's much help, but General Jumbo wheels and tires, 1920s-1930s era aftermarket balloon tires.
Built by comedian Ralph Cook in 1932/1933. Currently has a straight-6 Chevrolet engine. The source of the puzzle image indicates the car would do 96 MPH and get 29 MPG. I haven't found any indication of what Ralph Cook called his speedster.
Researching elsewhere, I came across the rear view of this car. I thought it would make a good puzzle, until I saw the front view, in recent, neglected form. And I recognized this puzzle.
