This should be a Light Armored Car T-1 built by Pontiac in 1928.  One of two such prototypes built by them.
It was also sometimes called a Cavalry Recon Car.

Other similar vehicles were built in the 1925-1930 period by Ford, Chevrolet, Willys and Cadillac.
