I don't know this project, but I typed in '8 wheel bus' into Google and guess what? I found it!

This is - apparantley - a concept for an eight wheeled electric bus, called the E-KomiBus, designed by professor Takarada Yasuyuki of the Gunma University Department of Engineering. The bus also sports solar panels lining the roof, which will charge the batteries and increase the range during clear weather.
