Tawon Bajaj, presumably of the Tata family from Indonesia maybe.
Further research indicates it is a Tawon, replacing the Bajaj.  I don't read Indonesian well ;D

Hello Paul:

As mentioned, Indonesian sites are quite lacking in their translations.

Best I can come up with is that the car was developed by University Students and some sort of National Energy Institute and seems to be manufactured by the company PT Super Gasindo Jaya.

The word "Tawon" translates into English as "Hornet".

Below are a better photo of the car and another of the pickup variant, the "Transformer".

The recent developments in both Indonesia and Malaysia regarding the automotive industry are probably worthy of someone here doing a bit of research for a future article on the forum.  I am not sure if I have the time but maybe someone does.

Indonesia has the fourth largest population in the world, Malaysia is somewhere in the 20th rank I think , and both countries seem quite determined to develop their own automotive industries.

Both countries are emulating what has already happened in China.

Evolving from the ricksha type of human propelled "taxi" to the moped to the tricycle sort of moped to now a car for "everyman".
Not a Volkswagen really, but similar to the concept that Tata has been doing for a few years in India.  A very basic four wheeled vehicle with two or four doors that is affordable to a wide range of the population.

For myself, I wish them the best of luck.
