That is a model of the Zark 1500. It was the design project of Paul Morrow for his 1996 Transport Design degree. It can actually be a 2-person vehicle. The driver is in the normal crouched-over motorcycle rider position. The passenger is partially below the driver, with his legs sticking forward into the nose cone.
