Judging by the Ford Taunus TC in the back it should be from later than 1976. The caps look like stock VW.

I think it was called EM-0469 and was made in cca 1977 at VNII Elektrotransporta (All-Union research and development institute for electric transport) in Kaliningrad.

Correction: might have been called Electro-77. EM-0469 has been written on its numberplate, but I've found a picture (puzzle one

) with different plates.
