Is it Australian?  Looks like a Holden next to it.  Australians made their own cars, with an import duty of 40% back then.

That's the "Alf", Julian Cowan's Ford powered Lotus II look-a-like. the picture was taken at Caversham Raceway , Western Australia in the 1960s.
