This is a truck was built in Tbilisi Polytechnic Institute.

From soviet magazine "Modelist-constructor" №11/1971:

Грузовичок для горных дорог (скорее, горного бездорожья) — работа взрослых конструкторов.
Его сделали на кафедре автомобилей и тракторов Тбилисского политехнического института под руководством профессора М. Парцхаладзе.

Truck for a mountain road (or rather, mountain off-road) - the work of adult constructors.
He was made at the Department of trucks and tractors Tbilisi Polytechnic Institute, led by professor M. Partskhaladze.
