Just a scale model. I'm not absolutely sure about the designer and the actual name of the proposal, but there are some strong hints.
For one point, please respond and identify this proposal and its designer.

Was it Gunter Mittag or Hans Fleischer?
I see you modified your question. Besides from the rule not to ask multiple questions, I can tell you that it was not Hans Fleischer either. Hans Fleischer was responsible for the Wartburg design.
And I did a little more research and I think this model, which I found pictured without a proper name, is not really the Trabant 610, but a very closely related design with a name of its own. But it was done by the same designer as the 610.
Karl Clauss Dietel?
Yes, the design was done by Karl Clauss Dietel. Locked for you to find the correct designation of this car, as it is not the 610.
Urania?
No, it's not a word, but a technical name.
I will unlock tomorrow!
Was it P 1100?
No, open for all
Trabant P 603?
No
Well, it strongly resembles a quite known P601N Funktionsmuster from 1982, which might differs in 1:1 from the scale model.
I have a different name, although 601 is a part of it.
P601 WE (II)?
Getting closer, I have it as "xx 601 W II". Locked for you to fill the xx.
I only can find Trabant P 601 (N) WE II on all sources, but unlock it if you're sure that I'm wrong as I don't have much time for further searching.
We are talking about the same car, so I'll give you the point as I'm not absolutely sure about the correctness of the designation I have, which is "SZ 601 W II".
SZ = Sachsenring Zwickau I suppose.
