It´a mid 1980´s vehicle for transporting visitors in the "Pionierpark Görlitz" from the former GDR.
I think its name was just "Minibus".

Does anybody know what chassis it was built upon?

Well done, that sums up what I know about it. I don't know either what chassis was used. The hubcaps didn't tell their story to me.  :(
