I have seen this photo but as it is out of my field of research I did not save the photo to my PC.
Possibly a Belgian or Dutch body on a variation of the 4X2 Jeep/Jeepster chassis????

I'm not sure which kind of Jeep served as base car, but geographically you are getting closer, though it is neither Dutch nor Belgian.

As far as I know they started as a blacksmith. They added building (horsedrawn) coaches to their portfolio as well as constructing agricultural machinery. How many cars they clothed I don't know. The only other picture I could find displaying some of their coachbuilding work was a fire engine:
