Just looking at it I would say 1932. Thats all I know.

This is a very specific model of Franklin.  It has design features not shared with any other model.

The car is certainly a Franklin Pirate.  Because there are so few of them around, it shouldn't be difficult to find out the two model years associated with this particular Pirate.

1930? Model 147 Phaeton?

1930 Franklin Pirate model 147 is correct.

This one is actually sitting on a 1933 Franklin chassis.

Good puzzle, man, but what makes a Pirate so different from other contemporary Franklins?

The Pirate is a touring with really short window openings, as if the roof had been chopped.  Also, the bottom of the doors curve outward to cover the running boards
