This is the 1905 Gardner Serpollet type L 18hp steam car.
One point to CG for the correct answer.
Not sure if 1904 or 1905, doesn't make much difference.
A friend of mine recently acquired this car.
I believe 1905 is correct.

In Britain it makes a
big difference - a 1904 car is eligible for the London to Brighton run, arguably the world's premier veteran car event, while 1905 cars are not.
