I believe it is based on a Model A.

Though you've guesses two different locations, for which I'd normally reply "pick one", I'll be generous today, and tell you both are incorrect.

I'd say the picture was shot on a filming location for a Hollywood movie.

George Rybsch's "Skipit" Streamliner, Harper Dry Lake, 1940.  They ran it as a "Pacemakers" club entry.
