Name this car/builder, year and the engine it used.

The steel wheels suggest Saab and my educated guess would be a three cylinder two stroke engine and front wheel drive. But I cannot nail the builder and name of the car, sorry.

Yes it is Saab based and uses a Saab engine.
Pity you can't go any further with it though.......
