I think I recognise what's happened here: Virgil Exner was doing a drawing of the proposed 1957 Chrysler whilst he was chewing on magic mushrooms. :o

Produced by a politburo somewhere in eastern Europe to illustrate the decadence of the West?  This explains the Thunderbird/Chrysler/Chevrolet styling cues.
Or a design for a Batmobile for wet weather?

Its an illustration from an advert in a car magazine for a 1960 American Kit Car made by Almquist Engineering in Milford Pennsylvania USA called the "El Morocco Sports Body"

The sad part is that the illustration actually looks quite unlike the real car. :o

Absolutely right.  It looked so different I thought it should be a separate puzzle.
Maybe I'll have to merge it now though since it's ultimately the same car?
