Not Soviet.
Most likely it was home-built or made by a very small (garage) company. However there was also and intention to put it into production.

I am very glad to award you the second point for this puzzle!!
This car is Arktur GT made in Sevastopol, Ukraine in ~ 1998 by Evgenij Horonskij Tsalovich. It is powered by VAZ 2108. He had a plan to build this car in series then. Probably and most likely - nothing has happened.
