What is this car?

For a point: give the correct name of it.
Additional information I have regarding this real mystery is very limited, so I would be thankful for updates.

Most likely it was home-built or made by a very small (garage) company. However there was also and intention to put it into production.

I still get it but some seem not to; some got lost in the changeover and I've had to re-instate half a dozen of mine.

I think those who viewed it before, and have not cleaned out the cache since the server move, will see it.

When you attempt to reload it, you'll find it no longer resides on the server.

I am very glad to award you the second point for this puzzle!!

This car is Arktur GT made in Sevastopol, Ukraine in ~ 1998 by Evgenij Horonskij Tsalovich. It is powered by VAZ 2108. He had a plan to build this car in series then. Probably and most likely - nothing has happened.
