Yes, thanks, I think I knew that and this thing has runners as well as wheels and it looks possible for a 1910 experimental vehicle.
To let this come closer to a solution:
the name of the constructor sounds italian and we had it here at autopuzzles.
But the land where he has tested it was - african!
I just can rely on the subtext of this very one photo and I hope that we will find out some more facts.

(1) If this photo was taken in Libya it will be sand not snow
(2) From 1911 to World War II Libya was an Italian colony
(3) The double wheels front and back could be intended to carry tracks
