Looks more taxi than cop, so Im going for a 1979 Dodge Aspen with Taxi package.

Now that I have had more time to search, this looks very much like the Heavy Commercial Duty plain interior for the original Chrysler K-cars, Reliant and Aries, I think it was called the "Scout Car" trim package for police patrol vehicles.

This is the Reliant / Aries "Scout Car" package, introduced for 1982.
