It seems that is called "Carmalleon", and it was made by Toyota engineers during a Toyota TES festival

I think that the car is a 86 Q (or Carmeleon), and it was made by the Toyota Engineering Society on the 2012 meeting of the society.

Correct! Your first puzzle point from me.
It's based on a Daihatsu Midget and was basically a stunt exercise - a conversion done at the TES show to make it look (a bit) like a Toyota GT86
