This 'woody' was made in Holland by Fons Mol and Stephan Burghouts and it has a 125 cc engine. On their blog the whole building process can be seen, quite cool. The name of the car is either 'Miep02' or 'Gevaar op de weg', the latter meaning 'A danger on the road'. I'm not completely sure about the name as it is not clearly stated on their blog.

You're  quite right and in the media it was published too as their car got impounded as it was not road legal. Too bad for the boys, but a cool story and a point for you!
