It may not be Russian, but, with that big star, I'll bet it's Soviet.  How about a Ukrainian home built?

I came across this by chance as I was searching for something else and as a few days have gone past since 4popoid's post, I will post what I found.
Home built in 1969 by an enthusiast from Cherkasy, Ukraine, and was officially registered and driven by him for at least several decades. The 877 cc, 30 hp air cooled V4 engine is located in the tail and is teamed up with a 4-speed manual transmission; both came from a ZAZ car. It has a complete ZIM GAZ-12 dashboard.

It looks like the man wanted to build a homemade  T-Bird or similar car?
