Sorry, I know you locked it, but I think you were wrong when you said the name of this car begins with "M", (this has turned me to exclude the correct answer) and, I think it's a mistake to say the mistery car is a Mochet, as this firm appeared just in 1947. So I don't want to score anyway a point, but please check what Charles Mochet did in 1924.
I can only tell you, that I saw the car myself,
that the detail shot of the identification plate belongs to this car
and that it is a picture of it in the internet, too.
Unfortunately the owner of the car was not available at this day I made the photos.
Hopefully we will find out more than just Mochet and its model name...

I suppose the car is a C.M., firm that Charles Mochet founded in St.Quentin, Seine, in 1923. Until 1924 they produced only pedal car, than provided it with a 350 CMC. I took this I formations from G.N.Georgano Encyclopedia. I too tried to call Mons.Mochet on the phone, but I'm afraid He's out.
This is all very strange - my entry of "Mouchet" was of course supposed to be Mochet, but even so it was just a guess with no investigation on my part.
Now I have looked at the entries in Georgano the idea that it was built by CM or Mochet seems unlikely. It is far too big to be a converted pedal car, and looks more like a cut-down small sports-car of the late 20s/30s. The wire wheels especially look very 30s. It is nothing like any of Mochet's regular production models of whatever era.
Maybe someone has fixed his plate to another "homemade" car?
I think what Nicanary says is really agreeable...
The only image I found of C.M. is hardly similar to the object of the quiz...so I think that's a one-off eventually based on a CM, but I've no further proves.
Time to move this one up to the Pro's ? May be they can tell us more

And its name can be read on the cooler mask...
I can imagine, that this is a one-off, using just the Mochet plate to legalize it in a way.
No modern technical engineer will know an original Mochet, really.
