1899 Turgan-Foy 4.5hp, from Turgan Foy et Cie of Levallois-Perret, Seine.

Powered by a Filtz air-cooled flat-twin, with a weird vertical crankshaft system (see Georgano p.1629)
I must be right - that's what it says on Wikipedia
