For one point: Who drew this, and what is it meant to represent?

Only a correct, complete and specific answer will earn a point; tag-on's to other guesses will not. So, be specific and complete!

I think this is a concept drawing by auto stylist Richard A. "Dick" Teague, from about 1953.  This was about the time that Teague moved from General Motors to Packard, so I'm guessing this was some idea Teague had for how auto styles, in general, might be developing (ie: a dream car).
