Is it one example of poor French car style and design?

This is the first prototype of the HAZELCAR with a motorcycle engine presented in 1950. Afterwards that car was built in several units with electric motor by BMA

Another difference from the external shape is that this car wear a front grille instead of the solid front of the BMA  HAZELCAR.
