Australian Valiant AP6? The engine appears to be missing, making it a "roller". Since it's up on the wall it's also a "climber". Damn near became a "jumper".
Well judging by the light pointing at the front wheel I would guess it is being used as an advertising stunt for the building - no idea about the car though.
I have actually seen this car in real life, but was having trouble remembering exactly where the hell it was.
Its a yellow 1964 Chrysler New Yorker and its mounted on top of an Auto Repair shop building on Woodward Avenue Michigan, as an advertising tool.
The front wheels are rigged up with an electric motor to turn, they wobble from side to side.
The name of the business is Wetmores Tire and Auto Repair in Ferndale, Michigan USA.
