For one point: What is this car, and who built and raced it?

Only a correct, complete and specific answer will earn a point; tag-on's to other guesses will not. So, be specific and complete!

The standard of bodywork looks a bit amateurish, but all the same I'll try Genie.

Otto Puzzell

You're right to assume it's not series-built, so no Genie

I can't get Cooper Bobtail out of my mind - it appears to be a homebuilt attempt at a similar car. Since it's from the US, is it Alfa Romeo powered ?

Is this the Ray-Ford Special, built by Canadian Peter Ray in 1958 in Port Moody and powered by a British Ford Zephyr 2.6 litre straight-six engine?

He raced it in the 1960s in club races around the Seattle and Portland areas.

Not that one; not Ford-powered.
