It looks like a mid 90's SAAB 900 that has a shortened wheelbase and the roof lowered.

Factory prototype?

Saab CX, built from a Saab 99 1975. Won the award "The Worlds Coolest Saab" in 1992. Built in Norway by Per Ekström
