Is it a Panhard-Levassor?
Serendipity strikes - I was looking for something else and came across this. It's an 1896 Petter 3hp dog-cart. The publicity photo showing four adults on board was a bit of a joke - the car was hardly able (by all accounts) to move up any sort of hill.
