Everyone seems to be thinking French.  I'm not so sure, but I'll go with the flow and try a: 
Peugeot Type 177 from about 1925.

Cognet de Seynes ?

1913 model, 1122cc 4-cyl sv engine. I can't find a model designation.
I must be right - that's what it says on Wikipedia

Yes, it is a Cognet de Seynes. I think that is enough for the point. In fact it is a Type B, the 7th one built.

What year was this made? Nicanary said 1913 but it doesn't look that old.

Probably a typing error, I believe the car was made in 1923.

Whoops ! I actually solved the puzzle by searching through Georgano for cars with a similar radiator shape to the Citroen Cloverleaf - it didn't take long (letter C) to find the Cognet de Seynes. I then went to Google Images and found numerous images of the actual puzzle car - obviously I  must have mistyped the year of the car as it is clearly not a style from pre-WW1, or the date was incorrect on the image site. The problem is, all the images have now been taken off the Image site, so I can't resolve the matter ! Sorry.
I must be right - that's what it says on Wikipedia
