XAM 2.0, a hybrid car built by students from the Polytechnic University of Turin.  XAM stands for eXtreme Automotive Mobility.  The team from the university was named H2polit0.

The picture was taken at Britain's 2012 Future Car Challenge.  The clearly labeled Renault Zoe in the background led me to this identification.

Curses, I know I should have obscured the Renault Zoe behind!  I took the picute myself at the 2012 Future Car Challenge in London's Regentg Street last November.

Your details of the XAM car are all correct, which I guess became rather too easy once you'd found the full list of cars participating in the event  !
