Them could it be an TASSO that was purchased by Italcar, but anyway I've a copy of a web page of Italcar in 2009 that shows exactly the picture of your post, with the same exact size. That webpage doesn't exist anymore.

Well done WayneB, that's exactly what it is; a Czech-built version of the Italcar, made under licence, and reviving the Jawa marque as a car maker.  This car also exists as the King 500.
