The car is the Wolseley Special being driven driven by Hec Green at Wigram, New Zealand in 1949.  He finished fourth, but had the fastest single lap.

I think it might be Jack Murray's Bugatti-Ford.

Looks more Frazer Nash than Bugatti to me. . .
The Semmence looked similar but its AC engine had O/S exhausts.
Opinionated but sometimes wrong
