This car is a Bugatti.  My research at a Bugatti afficianado's web site turned up a picture which indicates that it was a Type 46, with a body thought to be by Corsica (which further research indicates was a small British firm).  No date is given, but I'm guessing that it was 1930/31.

I don't know the year but it is a Bugatti Type 46 bodied by Corsica.
