I have been in contact with the owner of the car at the time your photo was taken (at Ekeberg in Oslo 1999).
He said the builder was Mr Oddmund Kolden in Lom
But he built the car on behalf of the teacher from Otta. I don't know if this teacher designed the body and also took part in the building? What was his role in this project?

There's no need to ask for more, you found the car, provided a lot of detail and you even know the owner!
Where I took this pic (a source I think you know) is written that this car was built by some Mr Otto Haugen from Otta.

Final update on this car:
I have got an e-mail from a person in Lom. He verifies that the car was built by Oddmund Kolden in Lom. Another person from Lom, living in Otta as a teacher, bought the car. His name is Olav N Haugen
Mr Kolden also built cabins on trucks and snowmobiles used in the winter mountains, he was probably an experienced car body professional
