It's a Reef Engineering Cub/Cob (the same vehicle; identical from the from, but one is a pick-up  body, and the other a van/Jeep, built from 1981-83).

Oophs, sorry Carnet, I hadn't actually read your original full question!

Anyway, the Cub was based on a Reliant Kitten, and was the work of the talented English race car designer and engineer John Crosthwaite.  Does this help?

It certainly helps you to get your point!
John Crosthwaite of course designed the chassis for the Intermeccanica Italia and worked for BRM as well as Lotus; the high point of  his career however must have been desigining the chassis for the Reliant Kitten...!
