I don't know this car, but in some parts remind me some other cars from Savio and Fissore; both of them realized different Fiat 600 multiplas. I guess Fissore, even if his Sabrina had just two front lights. The project should came from about 1964.

Not by Fissore, no (nor Savio).
I believe it's a bit earlier than 1964, but it is just a proposal - no car was ever built.

It's a Fiat proposal, as already established, by a well-known designer; nothing to do with Ghia however.
