Well, here we go again ! It's called an Alfa Romeo Barchetta (now there's a surprise !) and it was built by Nestor Salerno in Argentina. Power is by an Alfa Romeo 2000GTV motor, I believe from 1968, because that's the date attributed to the car on some sites. However Salerno didn't set up the recreation business until the 80s, so this car was built after that. The car was in an auction at Artcurial, and it appears yet again to be an attempt to flog a "recreation" in Europe, although this time the auction house was quite clear about the provenance.

Technically I did ask from when the car dated, but since you've got the majority of the details I'll tell you that it was said to be one of the first cars constructed by Nestor Salerno after he founded his business in the late 1980s, especially evidenced by its fibre composite and aluminium construction rather than pure aluminium of his later cars. It was apparently registered in Argentina in 1995 then came to Holland in 2007 and still wore Dutch plates when auctioned, although on one of the pictures below it seems to wear British plates so maybe is now Over Here.
